About Southern Tier Network (STN)

Southern Tier Network (STN) was created to drive economic development, strengthen critical health, public safety, and emergency management (NG911) systems, and expand access to affordable broadband, especially in unserved and underserved communities.
Launched through a public-private partnership between the Southern Tier Central Regional Planning and Development Board, Corning Incorporated, and Chemung, Schuyler, and Steuben Counties, the alliance has since grown to include Allegany, Yates, Tioga, Tompkins, and Broome Counties, covering eight counties across the Southern Tier.
What does “open-access” mean in STN’s network?

Open-access means STN doesn’t compete with internet service providers, we enable them. Our model separates the physical infrastructure (the fiber network) from the services ( Internet), creating a neutral platform that fosters real choice and competition for the customer.

Open-access provides several key advantages for organizations:

What does open-access mean for residents and local communities?

Open-access levels the playing field. Instead of being locked into a single provider, families and organizations can choose from a marketplace of service providers, all using the same high-performance network. The outcome is stronger communities, better prices, and universal access to reliable broadband.

Built on Corning Incorporated’s SMF-28 Fiber

Built on Corning Incorporated’s SMF-28 single-mode fiber in 144+ fiber count configurations, STN’s dense fiber architecture offers secure, high-speed, and reliable capacity, along with redundant and diverse routes for resilience. Network speeds exceed 100 Gbps, powering 5G, IoT, and emerging smart city applications.

Flexible Leasing Options

STN leases dark fiber capacity to telecommunications carriers, Internet Service Providers, government, education, healthcare, financial, and commercial enterprises. Customers can choose flexible operating expense (OPEX) leases or long-term capital expense (CAPEX) and Indefeasible Right of Use (IRU) agreements, typically ranging from 10 to 20 years.
