STN was established to promote economic development, provide critical health, public-safety, and emergency management (NG 911) infrastructure and facilitate access to affordable broadband services particularly in un-served and underserved areas in the region.  Formed through a public-private collaboration among Southern Tier Central Regional Planning and Development Board, Corning Incorporated, and Chemung, Schuyler, and Steuben Counties; a total of eight counties are now part of a broader alliance that includes Allegany, Yates, Tioga, Tompkins, Broome in addition to the three founding municipalities.

STN’s network is a neutral platform that enables organizations to gain broadband connectivity on advantageous terms.  STN offers an exceptional value proposition to its’ customers and provides the region with essential telecommunications infrastructure to attract and retain a talented workforce and promote economic activity.

Using the most advanced dense fiber architecture, STN’s customers have access to high speed, secure and reliable capacity that leverages diverse routes.  Deploying the latest technology, the network is designed around Corning Incorporated’s single mode SMF-28 optical cable in 144+ fiber count configuration.  The network architecture supports network speeds of over 100 gigs/sec as required by the next generation of broadband services such as 5G, Internet of Things (IoT) and emerging SMART cities technologies.

STN leases fiber capacity to telecommunication carriers/Internet Service Providers, government, educational institutions, healthcare organizations and commercial and industrial enterprises.  STN offers flexible operating expenditure (OPEX) leases or capital expenditure (CAPEX)/IRU arrangements with terms from 10 to 20 years.

STN’s customers benefit from a built-to-suit, reliable, future-proofed solution, retaining sole control over their private network.  Customers receive tailored route planning, construction, network support, maintenance and testing at a very low cost resulting in our customers achieving a superior economic return on their investment.

STN does not offer Managed Services or Internet connectivity itself but has developed alliances with several Managed service providers who offer Internet services such as telephony, video, security etc.
